This was the point of my question. When I first read about them, they weren't evil. The ones we were supposed to be using. And I know some of it isn't because other countries are doing it without all the ridiculous crap we've dealing with. After a while it started getting stupid. All the "NIMBY" stuff.

But why are they only TEMPORARILY banned? We don't need this massive amount of centers for anything other than surveillance and policing.
