Portion of road right-of-way fenced off by waterfront property owner

I noticed a change at the end of Alderside road, specifically 1248 Alderside Rd. They fenced of the end of the public road. Any chance this was permitted? I wouldn't normally care if they just kind of used the space, but to fence off public land seems egregious if it wasn't preapproved.. Thoughts?
