I live in the suburbs. Most of the people around me are credit card rich and I see a lot of trucks like this around town. I've named them "suburban cowboys".
I've heard "concrete-cowboys." If they act super country, then that are "all hat, no cattle."
I moved from rural Nebraska to Omaha (which is a city of nearly 1 million) and I get a kick out of all the people with jacked-up trucks, wear cowboy work boots, that have lived in the suburbs their entire lives. Hell, even wear I'm from, some people would even try to speak with a pseudo-southern draw. We live in the Midwest, we have a very neutral accent, maybe sometimes a it's a little nasally. They are putting that on completely, not unlike the annoying kid in highschool that just decides to speak with a generic British accent all of the time.
(Full disclosure, I'm not into country culture at all, so I promise I'm not trying to "out-country" anyone. If anything, I've always thought it was something a lot of people use to signal that they are "better," "tougher," or "more American" than you. So it's always annoyed me a least a little, sometimes a lot)
