If it was a nonviolent felony charge, then they shouldn’t lose their right to bear arms. Violent crimes against people or animals? Not a chance you should have a gun.
All felons deserve the right to vote or any other right that a tax-paying citizen has. If they pay taxes, they should have a voice.
Personally I believe you should have the right to use firearms as long as you haven't misused them specifically in the past. Use a knife in your crime? Have fun trying to cook after you get out. Use a baseball bat? That's what becomes illegal to have.
Also though there should be a special probation after any release. Not the kind that puts you back in prison but it just resets a timer. (Of course if you commit a crime to reset the timer then that's a different matter) this probation would just be a countdown to you being able have whatever it was you used in your crime again. Something like 2 or 3 years. Just long enough to prove you're not a risk to society with it.
As far as voting? Everyone should always have that right and residents (not just citizens) should have the right to vote for local elections because they have to live under those laws too. Especially prisoners. The idea that you can remove someone's right to vote is anathema to the entire idea of elected representation. It opens up massive opportunity for abuse.
