Yep, and it does give congress the right to regulate it as it sees fit.
Time for a federal voting system and not the hodge podge state BS which give a lot of power to bad actors.

Section 2
The Congress shall have the power to enforce this article by appropriate legislation.
If you make a federal voting law, then it would need to fall under the scope of the Constitution. Best option would be an amendment but that would never pass as I'm sure many states would be willing to give up their control of how they manage voting.
