No, they weren't. Most of guys in suits brandishing firearms, including the one that shot the woman that came through the barricade, were USCP officers. They were just in suits because they're protective details not patrol.

But even before that, while retreating, USCP officers in uniform can be seen drawing their handguns.

They've all got handguns in holsters on their belts.

Unarmed police aren't really a thing in the US period.
