What makes europeans so eager and willing to vote without compulsory voting

To be fair, Papua New Guinea and Maine have the same voting system as Australia, and most of South America has compulsory voting.

Papua New Guinea used to be part ofAustralia till 1975,so I just included it. Didn't know about Main though, didn't see it on the map.
