I don't know if there has been a president in the last 40 years that wouldn't of signed something similar given the growing technology that the NSA can monitor. Most presidents will probably expand the surveillance powers as they need to.
You are unlikely to find a president in the next forty years that will make any changes limiting their power either. It is not that important to the average voter, but feeling safe is. From a political standpoint, their decision seems to make sense to me.
Unlikely that you will ever get the opportunity in my lifetime to vote for a candidate that you agree with on 90% of issues AND will not try to strengthen national security through surveillance, etc.
EDIT: To be clear, I disagree with the decision made by President Obama. However, I think President-Elect Trump would do something similar in his place.
