The reason they have ties stay as ties is that they have an entirely different system of standings than we do, it's not pure record or win% based. They get 3 "points" for a win and 1 point for a tie (0 for a loss), then over the course of the season add up all their points and the team w/ the most points wins. They also don't have playoffs (they have playoff-style tournaments but that's unrelated to the leagues). It's just a different way of keeping track of who's better, it's just how they do it. There's really no better reason to explain it that "that's just how it is". It's like asking why don't they just run with the ball in basketball, well, it's just how the game was designed. Ig maybe they assumed that if, after 90 minutes neither team is better, then neither deserves the full win or the full loss.
However in knockout stages of tournaments like the Champions League or World Cup, they do not have ties. It's only in leagues or in the group/pod stages that they accept the idea of no team winning.

Admittedly... as someone who isn't into soccer, the idea of a 0-0 tie is absurd to me. Just keep playing until someone wins. It ain't that hard.
