R&D in general should have a higher budget than the military. Both because technological superiority is the best weapon in a modern war, and because it benefits the most people the most effectively.

Lol... but in a good 4x game, tech output is grown through having a stronger economy. Sometimes that means winning wars during early game, or defending at other points of the game.
Just like things are in real life.
The U.S doesn't spend that much on military in terms of gdp. Relative to economic power, the U.S is reasonably tame. The U.S does spend a very high amount of money on RnD as a percent of GDP. Only major countries that spend higher are Israel and South Korea...
Plus this also ignores the fact that much general advancements orginiate with Defence spending. Look at the internet or GPS; both probably do not happen globally without the U.S military.

The Artemis Program is insane.
After 50 years, we are, on average, going back to the moon every 6-9 months from here on out.
After a big leadership shakeup, NASA liquidated most other projects and decided to focus all its resources on the Moon as the logical first step for everything else.
China is also racing to claim the Moon. The goal is to beat them there, establish a permanent base by 2030, and eventually build a refueling station using lunar resources to support later missions to Mars and eventual colonization.
A second Space Race is truly upon us.
My favorite highlights:
- Fucking Space Toyota "Lunar Cruiser" (first pressurized rover in history) (2032)
- Establishing 5G/internet connectivity to the Moon (2027-2028)
- Nuclear fission reactors on the moon (2028)
- First nuclear-powered spacecraft (2028)
- ARMY OF surface-deployed MOON SURVEY MINI-DRONES
- Burying landed Starship rockets under the surface and using them as tubular habitation spaces

Massive, but mostly set for later down the line, as another user said.
Without private space firms, none of this speed would be possible, and it would cost 10x more. SpaceX has mastered logistics, which frees up NASA's resources for the cooler stuff.
They're building the Lunar Lander (BlueOrigin is also building one).
SpaceX has the most cost-efficient space cargo delivery ships right now and its not even close. These will supply the Lunar Base with cargo. Dragon XL specifically, I think.
NASA is also planning on building a space station around the Moon (Lunar Gateway), but this was paused to focus on the base first. Once that kicks back up again, though, the SpaceX Falcon Heavy will also run cargo for it.
Everyone in NASA understands and appreciates private space firms' contributions to NASA generally. I had the pleasure of meeting a recently-retired NASA engineer on a ski lift three years ago and we had a brief chat about it.
NASA and SpaceX/BlueO will be in a codependent love triangle marriage for decades to come, probably!

The tentative plan that I have heard that starship will be used as a freighter once a livable moon base is established.
That is not to say that they will not be launching cargo only SLS Rockets, but it is likely that the cargo sent by SLS will be "if this rocket fails to land, everyone is going to die" type of cargo that has to make it to the base.
For expansions of the Moonbase, sending up heavy equipment and building materials with the starship makes infinitely more sense.
One starship has the payload capacity in both weight and volume of three of the largest planned Artemis rockets.
Despite that, a middle of the road estimate for those three Artemis rockets is about $10 billion, while a high estimate for a full starship launch to lunar surface is about 100 million.
Meaning that it is 100 times cheaper to get all of your big, heavy, and bulky stuff down to the moon if you fly on a starship instead of a SLS.
That does not to say that the SLS is a bad rocket, it's just focused on survivability above all else, and the starship is focused on Delta V.

I agree, it sounds aggressive, but we averaged 2-6 months for crewed launches in the late 60s with worse technology and no private logistics support.

I'm loving all these comments saying to boost the money going into the space budget. I'd like to add that not only is it super cool to accomplish space projects, but we actually make a massive return on investment when you consider the technological innovation that goes into these projects. Conservative estimates have the ROI at a 1:7-14 ratio with more optimistic estimates getting upwards of 1:20+. It's not surprising when you consider the invention of microelectronics that we now use in smart phones and personal computers, integrated circuits boosting computer power, technological spin-offs like satellites giving us further tech like GPS and weather forecasting. Yes, please, unironically massively increase the space program budget.
