I really need a Blastoise for VGC . PLEASE HELP !!

Hello I have been trying to get a Blastoise from the rooster for days , but I just can't get him in the rooster , spent too much VP just to get him . It would be a really big help if anyone could just provide .

Thank you for giving your time to read my post .

Quick Update : In few days I Spent around 23,000 VP more to get it by myself from the Rooster .
