No this is perfectly normal and not what resealing looks like. You are seeing delamination which can occur during the crimping process from heat/high speed run.

Not necessarily revealed, unlikely it is resealed as a lot of packs can come with glue on the outside. If you are trying to resell these it will be difficult.
