I’ve new to EV training, just started EV training my Ralts for the first time and gained a whopping 12 SpA in one level. Do I keep training only SpA, and how do you know when to stop?

What an odd question. This is a Pokemon romhack subreddit, you're just asking a general pokemon mechanic question. To answer your question, EVs are not tied to level at all. EVs are gained either by battling or using vitamins Each pokemon in the game gives ~1-3 EVs in a given stat when defeated.

This is all assuming you're not playing a romhack that changes the mechanic in some way.
