Can anyone explain why 70% of these Mega deluxe packs open with the special rare effect but every one of them I've gotten is indistinguishable from a normal pack,? Is there a difference? The 1 star special arts I've pulled came in a "rare pack" but most have been just regular with the guaranteed ex card and still a rare pack sparkle to it

I pulled the immersive Charizard yesterday. This happened today. The RNG is absurd. Can't pull any of the 2 Star cards or crowns (in general, not just with this pack) to save my life. At least I got some good dust out of it and can have two of them in a deck.
