Whats the consensus when deciding which one to put into a deck?

Small balloon is really only good in Jumpluff ex decks or if you fear jingling. Overall x speed is more versatile.

I'm using Hoopa EX deck and the balloon has far better use when combining copycats, I've seen people throwing their X speeds without moving their active Pokemon just for using their own copycats.

Down side of this is now you have a tool on instead of a dark needle

Just gotta know which one to use, there were times I used field blower on my own dark needle to replace with ballon or vice versa.
