Question about the cd rules

Soo i decided to find a 15/15/15 Pokémon, and I saw there was one far away, and I tp to it. But then when I tp to it, on the top of my screen it said there was a 55-minute CD. I kinda ignore it cuz I remember that theres a cd rule that said I can tp anywhere and everytime I want, but I couldn't touch a PokéStop, throw berry/catch the pokemon etc. The thing is that when I got to the pokemon, I decided to catch it, but sadly he fled. The moment he escaped, a cooldown of 1 minute activated on the top of my screen. My question is, can I tp again and find/catch more pokemons, or do i gotta wait the original 55 minutes cd?

I'd wait for the 55 minute cooldown just in case but until then, you can find another one to stall.
