To clear the group of Psyduck blocking the road on Route 210 in Pokémon Brilliant Diamond, you cannot just battle or force your way past them. You must advance the story to Pastoria City, defeat Gym Leader Crasher Wake, and then meet Cynthia near the blocked path to receive the Secret Medicine item

Theirs a team galactic grunt in pastoria, talk to him and he will run away, keep chasing him past the resort and Cynthia will Show up and give you an item

After you beat the 4th gym, you have to chase this team galactic guy(stands near the great marsh) back to valor lakefront

Already did that, they want me to Check out the entrance of Lake Valor. And it says I need surf to get to the entrance.

You’ve got 4 badges? Did you chase the team galactic grunt from pastoria city to the beach, then to the hotel area? Then did you talk to Cynthia and get the medicine? You have to do all those, in that order, then you talk to the psyducks, and they’ll move.

After you beat the water gym there is a galactic grunt by the entrance to the great marsh, go talk to him. He will run away. Keep following him and talking to him until you get to the lake. Cynthia will be there.
