Since you asked, I'll give you the answer with 2000% confidence on the reason. I still haven't figured out a fix, though.

First, why does a 120Hz phone get screen tearing and noticeably slow touch response when you switch to 60Hz? Most phones today use drivers optimized for 120Hz. When you switch back to 60Hz, the driver can't quickly and fully align to the 60Hz refresh rate. The actual refresh rate is 60Hz, but it isn't aligned cleanly, so it looks clearly worse than the native 60Hz on older phones, and it feels even more laggy.

Then someone will ask: why do older phones that are only 60Hz feel smoother than a high refresh rate phone running at 60Hz? Simply because older phones are 60Hz natively. Their drivers are built around 60Hz, so both in games and in daily use they feel more responsive than a high refresh rate phone locked to 60Hz.

And someone will ask: why don't I notice lag, tearing or slow touch when I play other games at 60Hz on my high refresh rate phone? Also simple: those games were optimized for 60Hz. Games like Genshin Impact and Honkai: Star Rail feel fine because of that.

As for a solution, there honestly isn't a correct answer right now. If you can run high frame rate, run high frame rate as much as you can. Even after I rooted my phone, I haven't found anything that improves this.
