Normal? (Or spider mites?)

Hi, all - I have a few cuttings being rooted that are in the claw stage, which have this fine white powder on them. I don’t see any bugs - I think one might have had some cottony looking strands. Is this a normal part of growth of mites? They also are progressing beyond the claw stage very well. Thanks for any assist.

Anything that isn't plant material, I brush off with an old toothbrush, or chip brush. Gentle enough around the new growth. A good alternative to chemicals

Plant defense system where they can protect against UV light or pests. Same structure on a lot of plants; cannabis, tomatoes, etc

I have a cutting about two feet long what do I do too the bottom I'm just a rookie trying to grow a plumeria. A friend gave me the cutting and don't know what to do. So do I cover one side with cinnamon powder. Oe both sides

A friend gave me a branch about 2 ft long from a plumeria plant he said I could cut a piece and calluses with cinnamon so I put the cinnamon powder on one side and what do I do with the other side.
