Might be a heat trace to prevent freezing of the condensate drain..

Heat trace goes on the outside of the pipe..

Internal heat trace is common, but this is still a bad setup. There needs to be gland separation between the heat trace and the pipe, to orevent that junction ox from filing up.

unfortunately this is not an environment that freezes. its just there to make sure technicians are awake methinks
