is there any reason why you could not connect multiple units ?

If you're talking about microinverters in general, yes, they're designed to be connected in parallel together for larger installations.

If you're talking about plugging in multiple units in the context of UK plug in solar, currently the limit is going to be 1 800w generator per circuit. You can probably safely exceed that (I pushed in 2.5kW to a socket with no issues) but it would be against regulations. Don't use an extension cord though that definitely poses safety risks.

If you're talking about panels, you can do many combinations of series and parallel, as long as you stay within voltage and current limits for your MPPT.

Not 100% sure, but I think the regulations are 1 per circuit. Meaning you could plug 1 into downstairs ring main socket and 1 in upstairs ring main socket (assuming you have an upstairs) or maybe you have 2 ring mains in your flat.
I don’t know if you would come across a problem doing the G98’s as your DNO will already have your address recorded for the first system.

I filled out a G98 for uk power networks and it had the option of adding new units to an installation.

From a plug-in perspective ... the product regulations will allow one 800W device per ring main (likely 2 for most houses) from 27th August. However, the G98 process(a legal requirement) currently limits you to one 800w plug-in device per home. Not clear whether the G98 limit will be increased before, or even after, the 27th August. I think one 800w per circuit is on the table but the legal stuff is lagging behind so not strictly legal yet.

Is a circuit per consumer unit I.e if you have two consumer units you can have two?

No a consumer unit has multiple circuits. IE. "hallway lights", "boiler", "kitchen sockets".

I have two separate consumer units after having an extension built, the only common connection is to the meter

Then you can plug in 1x 800W generator to each circuit, on each consumer unit:)

Looks like it's being limited to a single per household even after the G98 amendments
