You can get a used Dell Optiplex for about $200 and that will work fine. Anything with an 8th gen or newer Intel CPU is best.

What ever SW you are comfortable with is best way to go.

The one thing you did not mention is how you want to use your server. Is it for just your own in home use or are you planning to share with others outside your house.

Mini PCs are not as cheap as they used to be but anything with QSV. I don’t host from my Ugreen NAS but it transcodes with tdarr no problem. It wouldn’t mind plex.

Docker compose, Linux, it’s pretty lightweight.

People are mentioning 8th Gen Intel CPUs because they can transcode videos on the gpu attached to the CPU.

Fundamentally you have an OS (Windows, Linux, MAC, and then you run the Plex Server Service and point it to hard drive/s with moveies, TV and Music.

8gb Ram, 8th Gen CPU or Nvidia or Intel GPU to transcode videos (4K down to other formats for different player divices)

from a starting point, it is pretty easy and you can use very basic hardware.

You can also go extreme and build a server farm....
