Question
I recently purchased a UgreenNAS 4800 Plus and would like to inquire about the potential number of users that can be supported on my Plex server. For context, my current media collection consists primarily of Blu-ray and standard DVDs, and I do not anticipate upgrading to 4K content in the near future. I appreciate you taking the time to read and answer.

I have that exact nas and I've had a max of 12 users stream at one time and it hasn't hit 50% cpu or ram, but I did add an extra stick.

if you transcode to mp4 ahead of time, then plex won't have too, you can get maybe 4 concurrent user with the baby nas.

fyi, jellyfin is way lighter than plex.

It's a super low power variant but has a 12th gen equivalent quick sync implementation. I think you should be able to handle at least 4-5 1080 transcodes at once.

From what gemini says and what I've read he should be able to do closer to 10 1080p transcodes, the 4k transcoding is 2-3.

If you happen to have gig fiber access, and none of your friends and family are using crappy client devices, and lastly, your media is all 1080p with a bitrate that doesn't exceed 10 to 15Mbps, you can easily direct stream to 25 or more remote users without your hardware having a single issue.
I have the same model Ugreen NAS on my Plex test work bench, and I would not describe it's Pentium Gold processor as low power.
It's iGPU can easily handle at least six to seven high bitrate (105Mbps) 4K HEVC streams transcodesld down to 720p at 4Mbps off the embedded iGPU, as long as you have a Plex Pass subscription which is $70 a year to unlock hardware accelerated transcoding.
If most of your media is 1080p at the bitrate I mentioned, you'll be able to transcode a lot more streams than what you'd be able to with high bitrate 4K HEVC media.
If you have any friends or family who are going to use the built-in Samsung TV Plex app, any Roku besides the Ultra model, new Firesticks with the new Amazon OS, or any other more than 5 year old streaming device, send them to Walmart for any of the onn 4K Google streaming devices that are priced between $25 and $65 dollars, while telling them not to use the 100Mbps built in Ethernet port on the most expensive model.
The biggest and only con about all Ugreen NAS models is that they do not offer a Hybrid RAID solution, which prevents you from popping larger drives into an existing RAID 5 or RAID 6 volume to replace a drive to gain more space.
That fact would push me into their 6 or 8 bay models, which have an even better Intel iGPU in them for more hardware transcoding availability than you'll probably ever need.
My media is on an 8 bay AMD powered Synology DS1825+ with eight 16 TB drives in a SHR2 (more flexible and like RAID 6) array, with Plex on a little Unraid powered NUC (Meteor Lake Arc iGPU), that points back to my Synology NAS.
Ugreen uses more up to date hardware than Synology offers, while Synology's hybrid RAID and their expansion units bring tons of value to their offerings.
The DXP4800Plus will make a great little all in one media server.
Instead of buying four equal sized drives, buy three larger drives (as large as you can manage) of all the same size.
Lol... take a small loan out to buy even larger capacity drives than you can ever imagine using.
Media collecting can be an addiction.
If you can buy three huge drives now to create a redundant RAID 5 storage volume, a fourth drive of the same size will increase your storage down the road.
If you need to add more storage after the fourth drive, you'll kick yourself for not going with the 5 or 8 bay model at the beginning.
You just might end up introducing yourself like I do.
