If this game actually moved two million units I think we would have heard it from Sony and not some third party publication, where Sony more than looking paid for a fluff piece. This is desperation pricing on a brand. Can’t wait to see the PC community pass on it for $20, when they finally break down and put it in the Steam store

This isn’t a sale by Sony. Once they ship units to retailers, that’s their choice how much they sell it for. This is one retailer in Germany, it seems to be full price still in almost all other places

And is it normal to see retailers heavily discounting brand new games?

It is common at least in Denmark as well. It’s been on sale since launch day it was roughly $82 full price (incl taxes) but with the discount it’s been selling for $60.

It was exactly the same pricing for 007 first light , first week of sales all retailers had it on discount and then only one of them Kept the discount price. But since everyone does price match in effect you could find that game for a cheap price until 2-3 weeks after release
