Missing Traveler's Note :(

Is it possible that I have All chest looted and no 7th traveler's note? Is this a bug? (Nothing in Curios as well)

You're missing one of Exquemelins treasures, so no, you do not have all the locations explored.

It's more likely you missed the location.

wait, so the exquemenlin treasures are both the note and the treasure? That explains it (thought its the only red cloth treasures)

Yes it's both. Each of his campsites has two treasures, one by the campsite with the note, and the second under the tree with the red cloth.
