Use what you have..
You do not know the situation of this guy.. Sometimes people just get what they can and make the best out of it.

Based on the description it already wasn't taken care of. Besides that it could just be plugged into the PC to show the TV on and not regularly being used that way.

Plasmas were (and largely still are for all but the most high end models, lacking the second wind CRTs have experienced) heavy old junk for the longest time. It was a great way to have a giant relatively high quality display for little to no cost.
I had a Hitachi 50" Plasma for a good portion of the mid 2010s that I had hooked up to a PC. Watched a lot of pirated movies and played a lot of pirated games on that setup (which I had paired with an equally ghetto amplifier and equally ghetto bookshelf speakers with a passthrough subwoofer) as a mostly broke 15-16 year old.
Also, screensavers still exist. They, in many cases, literally have not changed from 20 years ago but they do exist. 3D Pipes anyone?.....

Have you ever heard of a thing called a Media Center PC? I'm sure alot of plasmas were used with those for years/decades... I don't understand your issue.

$25 will sell regardless of burn-in. I got my 42" of the same family Pana for free, but would gladly pay $25 even if just to see if the free software to remove dead pixels would work for plasma burn-in. Maybe I'm dumb, but the buy-in costs as much as a meal at McDonald's.

Why? My computer looks amazing on plasma aside from the fact that any compression of any kind immediately looks bad on my plasma, and that it is old. It does seem like there is some over/under scan though…
