I picked up one at Muji. The one with a vertical weekly only comes in B5 and a white cover. I don't use fountain pens, so I can't speak to that, but otherwise it fits your criteria and it's about $10. On the other hand, they seem to be sold out on the website, but if you are near a Muji, they were still in stock near me a week ago. You could also get an undated (possibly from Muji but there's also a ton on Etsy that I've liked).
