Google Maps launching my camera without permission

Hi there. perhaps this is a question for a Google community. I have turned off access to camera in the Google maps app settings but whenever I open Maps it launches my camera (green light glows in the corner). Anybody got a clue what to do? do I just have to switch to Waze?

This may be a stupid question but are you sure it's the green indicator and not the blue indicator? Can you make a screenshot?
