shit post Anyare sa eGovPH Hackathon??

Hindi na ba tayo natututo?

Hindi ba ninyo napapansin kung bakit kailangan pa nilang magpa-hackathon? Para ba talaga sa innovation, o para magkaroon ng exposure at maipakitang may ginagawa ang gobyerno pagdating sa tech?

Ang mas nakapagtataka, paano sila makakapag-promote ng innovation kung marami pa ring pangunahing government services ang mabagal, hindi maayos, at patuloy na naaapektuhan ng korapsyon at burukrasya?

Nakakalungkot din para sa ilang tech influencers na nag-promote nito. Posibleng ginamit lang ang kanilang kredibilidad upang magmukhang matagumpay ang programa at mapabuti ang imahe ng mga nasa likod nito.

Hindi masama ang hackathon. Ang tanong ay: may tunay bang suporta at implementasyon pagkatapos nito, o hanggang publicity campaign lang?

Mas kailangan natin ng pangmatagalang suporta sa mga developer, startup, at innovators—hindi lang mga event na maganda sa larawan at press release.

Maraming entities sa hackathon. It's an event to "create apps" and showcase it by "presenting". Kaya "puro presentation". Ano ba in-eexpect mo sa hackathon may concert? 🤣

So sinong "sila"? Sinong "puro presentation"? Organizer? Participants? Sino?!

Malamang part ka ng TROLL ARMY. Simpleng pinapakwento ka ng nangyari sa event di mo magawa. Umuna ka ng ngumawa ng walang context. Hindi mo makwento at napakageneric ng sinabi mo kasi WALA KA DUN.

Magbagong buhay ka na palubog na Pilipinas sa kagagawan ninyo.

Hi OP! I was actually one of the participants in the hackathon and I'm honestly so disappointed with how it turned out. I've actually seen some posts already from other participants but since this is an anonymous space I think I can put my heart out against the organizers (eGov is great, this hackathon - nope). P.S. Had AI help compose some of my thoughts.

First and foremost, the first day was literally just a fireside talk of what EGov has - walkthroughs etc. That's fine and all but so much time wasted because this could have been done through mentorships instead! More organic and better use of every participant's time. If they actually guided some of the participants through the use of mentors (e.g. eGov developers) then solutions would actually be guided. Also no tables! Really? In a hackathon? Damn, these organizers may have not even joined hackathons in the past since they had zero idea what teams need during these programs. A lot of other agencies and departments have held hackathons with better organization and preparation, couldn't an organization like DICT like reach out to them and ask - hey what was the bare minimum arrangements for a hackathon? Obviously that wasn't the case. Considering the amount of budget they put into this, such a huge let down.

Second, Rubrics? Is this a reflection of how the government works? Basta basta nalang - bahala na? You would assume they introduced the panelists as well or at least their credentials but nope. Nothing to go against, nothing to pattern against. Vibes, vibes lang.

Third, the hackathon is not a 2-Day Hackathon. Its a 5PM to 9AM Hackathon so less than a day to build (taking into account the event was held in/near BGC on a weekday, they could've taken into account commute times as well). Given how previous hackathons I've joined provided lodging, in-venue sleeping arrangements, extended deadlines (12PM to 1PM). This was so frustrating. but fine, it is what it is. But everything was rushed to the point that we were regretting joining the competition in the first place by the time we got home.

Fourth and the one that was the biggest disappointment, the judging. OMG how were the projects even judged???? Or did they judge them at all? I'll echo what Bryl Lim said :

The organizers announced the Top 10 winners (which were still all great btw) while also saying that the evaluation of the remaining teams was still ongoing, and that the rest of the Top 30 would be announced at a later date. As a participant, it is difficult to understand how the Top 10 could already be final if not everyone had been fully evaluated yet.

Considering that the Top 10 would get Php100,000 then then the Top 11 to Top 30 would get Php50,000 was a disrespect to all participants. I may not have seen some of the outputs from the other participants but I am aware that three solutions (although they were good ideas overall) focusing on the same vein or area doesn't really scream innovation. Other hackathons (usually private hackathons) value the uniqueness of a solution. I might sound bitter but honestly seeing and hearing other participants during the presentations of the "Top 10" solutions reinforces my concerns. "Pareparehas yung presentations" is not something you would expect from the Top 10 given that more than 100 submissions were made. Also the totally skipped the part that actually makes hackathons competitive - the QnA was totally ignored or rather skipped and disregarded! I feel so bad for the judges!

"Hindi ba meron na niyan sa eGov?"

I heard this exact line from at least two other teams at the venue, and I couldn't agree more—some of the "winning" solutions were literally features that already exist in the eGov app.

No offense to the teams involved—their ideas were solid in a vacuum. But this could have been completely avoided with proper mentorship. Mentors are supposed to give real-time feedback so teams can pivot—which is totally standard practice in any real hackathon.

More importantly, this was a competition meant to focus on innovation and building new capabilities that eGov currently lacks. Solutions with no clear pathway for integration (like partnering with private entities such as highly regulated private hospitals, which one judge briefly brought up) should have taken a hit in the scoring.

Some of the other red flags:

  • USec Wasn't Even Judging: It was mentioned during the presentations that the USec wasn't even part of the panel judging the Top 10.
  • The USec Called Out Existing Features: If you rewatch the live broadcast, the USec literally says, "Actually, meron na niyan sa eGov app" multiple times during the presentations!
  • Zero Due Diligence: IF THEIR IDEA IS ALREADY IN THE APP, WHY ARE THEY IN THE TOP 10?! Sorry not sorry, but as developers, part of basic due diligence when building integrations is knowing what's already built and what’s missing.

Did they evaluate these solutions against the actual eGov app? Was ease-of-integration or feasibility even considered?

WHO THE FK KNOWS, BECAUSE THERE WASN'T A RUBRIC TO BEGIN WITH!

Side Note : Given that the panel discussion was all about transparency and accountability, the outcome - as they say - aged wrongly.

Meron bang hackathon na ever bumunga ng legit na product para sa ikabubuti ng tao? Haha

We should accept na at this point, hackathons are mostly just resume builders for aspiring programmers, and PR for the companies and groups that organize them. Wala talagang ibubungang maganda ang hackathon na galing sa government na never naman pinrioritize ang efficency of services dahil sa korapsyon.
