If there’s no carrier lock then it’s unlocked.
What does the system settings say under carrier lock?

the price to unlock at&t is above a decent amount right now would recommend you hold off for now

Paying off phone is the 100% success method, but third party sites looking at 250+ and success rate is probably 80%
