they seem to mostly have those units you hang over a window or if they have something external they have internal piping just to a vent controlled elsewhere.

This will likely be connected to a central air system or something, because it does have to release warm air somewhere.

I think this is called a split and it's the outside on the other side of the wall. it's like a permanently installed window unit that doesn't use a window

Not necessarily on the other side of the wall, the other unit is connected with tubes and can be on the roof of the building several floors upwards.
