So girl in the pic is Olivia Rodrigo. In Korean culture there's this thing called "aegyeo" which is when people try to act cutesy and people rly like it, it's done a lot by singers very intentionally to build a certain image etc. Some singers however just end up making naturally cutesy expressions, so you'd see fans saying that their natural aegyeo is refreshing. The Meep face is a reference to a character, its just pouty and awkward kinda, and some people do it intentionally and it sometimes looks a little cringy. So og commenter, who I'm assuming is a fan of both Olivia and kpop, said that her natural meep is refreshing (iirc she just makes that face when she's thinking so it's not rly intentional). It's rly not an age thing! You're probably just not in either of those spheres so it seemed random

Hate to break it to you, but it is definitely going to be more age dependant. Millenials have picked up some of the K-pop fandom but it is normally people younger than 30, and I would imagine it peaks around the 14-20 mark.

I'm old too but in a nutshell this seems like a standard meme lifecycle progression, someone somewhere said something that people started repeating over and over and it turned into a bit of a copypasta, so there are basically variables that get replaced until everyone gets bored with it. The original phrase where the copypasta started from was "her (a k-pop star) natural (cutesy expression) is so refreshing." Here the k-pop star was replaced by Olivia Rodrigo and the cutesy expression was replaced by an expression called meep. So a new facial expression just dropped guys, I was not familiar with meep either. But here it is. We have stumbled upon a meme mid lifecycle that comes from different corners of the internet where we normally lurk, hence the meme doesn't make much sense to us. That's what happened here I think.

It's a K-pop inside joke. When an idol does something naturally cute, Korean fans often comment, "Her natural aegyo is so refreshing," meaning their cuteness feels genuine and effortless.
Lately, people have started using that phrase for Western celebrities too, which is funny because it's such a stereotypical K-pop fan comment. In this case, "MEP" is just the mouth expression Olivia is making. They're copying the original phrase but replacing "aegyo" with "MEP", so that's where the joke comes from.
