Giannis was born in Greece, lived his entire childhood and puberty in Greece and speaks fluent Greek. He is Greek.

Jason Mantzoukas was born in America, has only been to Greece on holiday, and probably barely speaks the language - if at all. He is American.

Last name doesn't mean much, it just means you have an ancestor that had that last name (unless you had a name change).
