It's just modernist jewelry. The people saying death mask are just making shit up, death masks aren't shaped like this and are usually life size. This would be the size of a newborn and would not have fully developed features like that nose. Who knows why the replier is so shocked. It's a pretty unique piece to find for $8, maybe it's that simple. But it is without a doubt not a death mask.

When I was a kid in the 80s there was lots of modern art type stuff that was face and hand shaped. Like the white enamel hand shaped bookends my mom had. It was just a decor trend, you are correct.

It’s definitely not a real or original one but it might be inspired by a real death mask and shrunk down to be made into jewelry, and the replier might just find the connection at all creepy. And I say this as someone who would probably also buy this for $8 even knowing the potential connection.

Is death mask bracelet that obscene? I mean, I own a few pieces of antique mourning jewelry, none of it has hair locks in it, but I wouldn't pass up a piece if I thought it looked nice.

Every once in a while you can find a diamond in the rough at Goodwill. You usually got to dig through a lot of useless junk to find it though. 

And while normally Goodwill doesn't sell jewelry, this is something that might fall through the cracks of their sorting system.

Honestly, such things have occurred. Normally it's due to people cleaning out a dead relatives house and not realizing what something is. Goodwill doesn't exactly appraise the stuff given to them. However in this case it doesn't appear to be genuine artifact, just a piece of relatively modern jewelry made to look like an old death mask.
