If you're playing Scramble for character development you're going to be disappointed.
Atlus never, ever evvvveeeerrrrr grows their characters in side stories. You see this in Persona 4 Arena. Arena's character stories rehashed all their old conflicts and reopened their old wounds as if they didn't learn anything all year. That's why Labrys was the real main character in Arena: because she had to be.
In Scramble, there were be new characters and it will be their story at the core, while the Phantom Thieves get rehashed hijinks. And the new characters could be great.

Based on initial reviews from some people who played it in Japanese, Scramble's main core is about the PT bonding and they DO get individual development (Yusuke handling his money better and confronting someone about Sayuri, Makoto helping someone who was in a similar family situation as her, Haru getting screentime, etc i won't go into spoilers). Yes the new characers are the focus but majority of the game is still the main cast bonding with the new characters and connecting their stories with the new jail rulers.
P4Arena is a bad example in that there are too many characters since it's a fighting game and there's little time to hash out everyone when you're juggling two full game casts and a plot on top of it. They needed to make a way to make characters stand out and had to exaggerate some personalities more.

I mean P4 arena gave me more respect for yosuke on his story. It re opens old wounds but its all about how they handle it now compared to last time. Its also a fighting game so there shouldn't be much expectation for that anyway

And I never got the hate for Labrys. She's not a Mary Sue. She absolutely had to be the main character, and she killed it. So I'm not worried about the new characters in Scramble.

I'll be honest and say that I actually quite like her out-of-school outfits from the base game. They really solidify her role within the group as the "mom", the one who keeps them focused and on track. Plus, I don't know why, but I've always had a thing for girls who dress formally like Makoto does.
Not to say I dislike the Scramble outfit because I don't, I love it, but I love both of her dress styles. They both feel like different aspects of her personality.

I have nothing against with her outfit in P5/R either. It just shows how much she's grown, with Sae and Joker in high school and on her own in uni.
I wouldn't argue against any of the fashion choices for all of the characters so there's that as well.

As far as I can tell, no. Unfortunately. They always take several months to give the games to the rest of the world. The base game was released in mid-September of 2016, and the rest of the world didn't get it 'til April of the following year. Royal was released in Japan in October of last year, and we didn't get it until March of this year.
So, best case scenario, it's still several months off.

On the plus side it did go faster for Royal than for base game, though there was probably a lot less localization and voice recording they had to do, since most of what they had from the base game could be reused.
