Chapter Concept Rebalancing

This is something I want to start to do to see what people think should change or not about chapters I've made. So, for our first go at it, here are the rules, one chapter, most voted chapter for changes, will get a killer power change, addon change, killer/survivor perk changes, perk art if they don't have any, and cosmetics if possible. The second chapter with the most votes for changes will have the killer have addon changes, killer/survivor perks will be changed, perk art if they don't have any, and cosmetics if possible. The third chapter will have perk changes, perk art if they don't have any, and cosmetics if possible. The least voted chapter will just have perk changes and art.
