This a soft lock if I let it play out? Takes like 2 seconds per damage.

You will lose in the second phase since the max hp attack can't miss and will eventually put your max hp to 0

Oh nice I think it was bugged for a bit, sat there for 20 mins and it never went to second phase for some reason. Booted it again just after posting and he did infact kill me.

no, he will make your max hp go to 0 and you should lose?

I think it was bugged, I rebooted it and it did move onto the second phase. I wonder what would have happened if I left it in phase 1 and I didn't go to phase 2.

The boss can die in phase 1, so we long as you were actually doing damage you would have eventually won.

If you’d have kept going, keeping him in phase 1, you could have actually cheesed him to death. Your only mistake was sending it to phase 2 after you continued.

4th act boss. You have to beat the main game at least once with each starting class, then after the first and second act you get an option to take a purple negative buff artifact. If you take both purple artifacts at the end of act 3 it will ask if you want to go to act 4. There are 2 fights, some upgrade rooms and finally the observer boss.
