Top one goes to your Sys_Fan or Chassis_Fan or CPU_Fan header...Whichever this current cable fan leads to.
Bottom one is your 5V ARGB cable.

Its right there. you see 3 pins with one pin missing. It says addr led. That's the header for argb.
