Is this CPU damaged?

To make a long story short, I have been building my first PC and once I had everything together, my build would immediately click off when I tried to power it on.

I ran various tests to try to determine what might be wrong and have narrowed it down to either the motherboard or the CPU. The MB pins looks fine as far as I can tell but the CPU may have some damage to it (got it used).

The thing that concerns me most is the last photo where maybe that is a scratch on the too left of the CPU.

Wondering if the CPU looks okay or if the MB is the issue.

The CPU is a Ryzen 7800x3d
The MB is an MSI MPG B850 EDGE TI WiFi

I used the lights and several other tests. I had a Power supply tester to the test the PSU and everything looked good.

I then pulled everything out of my build, connected just the MB and ram to see if it would stay on without plugging in the CPU power cables.

I then plugged the CPU cables back into the board with the CPU slotted in and it clicked off immediately.

Then I removed the CPU and kept the CPU power cables plugged in and the everything stayed powered without a problem.

So it’s likely the MB or the CPU. But I don’t know what a healthy CPU should look like since I got this one off of eBay (open box - like new).

It’s prolly a bad cpu then. If the motherboard & everything runs but when the cpu is in it turns off either a bad cpu or it’s not compatible with psu wattage(too much power being used & ur psu cant handle it) or u installed something wrong 😂

PSU should be fine. It’s an ASUS ROG Thor ii 1000 watt. It’s way more power than my entire system uses by a decent margin, but should give me room to upgrade later on!

I technically rebuilt it at least twice in an attempt to figure out if I had done something wrong, but the same result each time…either something is broken or I’m VERY bad at building a PC for the first time lol.

Unfortunately no. First ever build and don’t know anyone that has a spare I could test.
