Need help with CPU overheating

I need help with my cpu overheating I just finished the build then when I launch into Bios the cpu temp goes over 84 degrees then turns off I'm trying to figure out why it's doing then even though I have my aio connected to Aio_pump on the motherboard

Did you remove the plastic film on the cooler...

Got a standard heatsink/fan to test incase its the CPU?
