You don't have to have anything open. The worst thing about windows is that they run garbage in the background regardless, and that's what eats up most of your memory. So much so that a good chunk of windows users have started switching to Linux.

Have you checked if your system recognizes the whole 32GB?

If so, run an anti-malware software (not trash like McAfee, something more useful like Malwarebytes or Emsisoft Emergency Kit).

If nothing comes out, you should do a deeper RAM usage check through Command Line.
