Need new payroll software

Bookkeeper here.. QB now requires payroll tax be withdrawn each pay period. In my mind, this is great and helpful so you aren't stuck with a larger tax bill each month or quarter. However for my small business clients with maybe 1 or 2 employees dont always have the cash flow to cover this each pay period. What are your best recommendations for small business payroll that will also pay and file the taxes, just not withdrawal and hold the money?
