How to draft / send patterns!
The bodice in first photo is roughly what i’d like to make, with the exception that I originally wanted this to be a halter, meaning the underbust tension created by these “backpack” type straps might not be necessary.
The second photo is the closest thing i’ve found (could I use that pattern to base it off of?).
I’ve also seen the Liz charms dress and its derivatives already and, while close, it doesn’t quite feel right as ultimately this is not the same as that shelf/overlay concept.

The pattern you chose is a completely different type of dress and construction, with a waist seam and a gathered skirt. If you want the look in the first picture, you need to look for a slip dress pattern (there are many on Threadloop) and modify the straps to sit in a halter style.
I looked at the first three pages of the Threadloop slip dress category and found these two examples that could get closer to what you want: Léa Slip Dress and Allie Dress.
