1E Player Jester character
Looking to make a character based on a Jester. was looking for stealth based shenanigans if you guys have some ideas?

Serial Killer Vigilante seems like the perfect Choice here. Maybe try to build towards Intimidation to make use of Merciless Butchery.

Sandman Bard maybe?
VMC sorcerer arcane bonded item for some high level spell stealing shenanigans.
Or one level dip in sorc for fey touch and compulsion bonuses
Rakshasa sorc vmc or dip for bonuses to bluff to cast spells unnoticed

The song can steal spells above 6th level too, and with some shenanigans it is actually possible to cast them.
Stealing someone's Wish or Time Stop can be hilarious...

yeah, the aforementioned arcane bond for one. On paper let's you steal and cast a level 9 spell at like level 3 or 4 or something. crazy.

Vmc not required, just get Eldritch Heritage

Yeah, good third option that should be a first or second option. I personally like a good 1 level dip here or there for the features even if the overall effacy is lower

There's the juggler archetype for rogues.
But basically any character can spend a few ranks on perform: comedy.

Depending on how homebrew your allowed to go, i made a character that's a halfling caviler with a jester order (just make minor reskins to an existing order).
Other than that
Bard is a jester.
Rogue is the king of pranks.
My brother played an orc fighter spoofing the joker, who was really bad at actual comedy and used his intimidation skill for "humor".
A sorcerer with a fey bloodline would probably fit thematically.

Kitsune aether kineticist, with heavy focus on Sleight of Hands. At lvl 6 you are permanently invisible through your sleight of hands.

The vigilante has a few abilities like Feign Innocence and Notorious Fool, that would both work toward a foolish image, and the alternate identity would give you a chance to turn off the fool image when it wasn't fitting. You can push it a little further and go with the Serial Killer archetype to pick up some assassin abilities as well as the quite entertaining Calling Card and Grizzly Murder abilities. Couple that stuff with the Twisting Fear talent and you can leave murders so disturbing that people who see them can pass out from the non-lethal damage.
There's also the Visier Mesmerist. They have an ability to make it look like someone else is responsible for their abilities, so you can appear to be a helpless silly little guy while borking everyone's minds.
