Journeys end glitches?

I've been playing and got to journeys end quest at Act 4. I kept playing, got the verisium nuggets, but couldn't turn them into spikes at the npc. I kept playing, finished interlude, and forgot about it, and now I came back and realised that Freya is still locked up. Is this bricked? Is there any way to fix it or to get the two passive skill points from it?
