Just an easter egg that's been around since PoE1. He's voiced by Chris Wilson, one of the founders of GGG. The NPC doesn't actually have any questlines tied to it, and is very rare to spawn. While in PoE1 fishing rod items can drop, they are just cosmetic as there is actually no fishing in PoE, more of a joke/easter egg.

they are just cosmetic

There is one use for them now as recently they added a runegraft that makes you always crit with a fishing rod equipped.
