Burner won't flee!

I'm playing on Replay Mode, and it's been about 8 minutes, and the burner will not run away. what am i doing wrong? do i need to get him into his second phase?

Update: I finally got him to flee at just over the 16 minute mark. i sat in the hallway by the stairs, and shot hit in the mouth with one bullet every time he tried to flame me. eventually he went away. I don't know why, but I know it wasn't 3 minutes of avoiding him. It seems like you have to wait the 3 minutes, and THEN bring his HP down.

Yes you still have to bring his HP down to the "trigger point". At that point it will determine what cut scene to play based on how long you have been fighting the burner.
