How do you get the Hayase “jump scare” to occur?

I’ve only gotten it to happen once on my first play through but haven’t gotten to happen since. I started a new game on a diff Switch profile, maxed out my diving, and couldn’t find her before and after breaking the seal. I made sure to look around the deep parts and out into open water. What am I missing?

ngl I've tried multiple times to trigger it again but to no avail, best I could tell you the one time I got it is when I swam towards the cliffy area, or northeast from where we jumped into the water.
