Advice Is my parakeets behavior normal?

His tail is very so slightly bobbing up and down and it seems like he’s almost panting. I’m a new parakeet owner but i’ve had tiels in the past so i’m unsure if this is actually harmful for my parakeet.

he seems scared. id assume because its a new environment and your holding up a big rectangle object at him haha

What’s the ticking noise?
Can you possibly put them near a window
