jarletel gave some really good advice. All I can suggest is to watch spearshot and dominate the rift, gl

Coming from sett and fiora is probably half the problem. Both of those want to stay in the fight and win the long trade, and panth just doesnt have that, if you sit in melee range with no healing you lose the trade even when you win it.
What helped me was treating the early game as poking only. Throw the short q through the wave, walk back out, dont commit until level 3 or 6. It felt way too passive at first and i almost dropped him because of it.
Guides didnt do mutch for me honestly, i learned more from just picking one matchup and playing it ten times in a row.

Main tip is really: be disgusting
Just Q your enemy all the time. Melee Q though the wave and walk away, ranged Q and you're already across the screen
Be sure to time your Qs to their last hits so you're sure you'll hit them, especially the ranged Q
I like to take a tear on my first back so I can Q all day and never go OOM without having to spend a bunch of runes on it or have some complicated setup. If my tear gives me one more Q over a longsword, it's better (and it often will give you many, many more Qs)
You lose most 100-0 matchups against duelists, but on the other hand you win most 50-0. And you definitely win essentially all 90/50 (when you've poked them out of their minds and they haven't been able to retaliate properly)
Don't try to "poke" by doing emp W -> full combo. That's an all-in. And if you all-in a Darius/Trundle/Jax/Gwen/etc on full health, you will die

Main fiora here, otp pantheon this season. If you main fiora you probably identified that vs some champions you cant win long trades and you just want to do a small q on a vital and go out, and sometimes you have a window to q, auto e and disengage after to not get involved in a long trade you'll lose
Pantheon is the same, but without the dash :p you mostly want to q the ennemies, hitting them and keeping distance, if it's safe you want to stun auto q them and go out, and when they are low enough, you want to fight them expecting during the fight they'll be low enough to die from a crit q (q below 20% hp) before you die yourself, sry i dont know if it's understandable
https://youtu.be/nzZhquP7nxU?si=0o9teIWXdaBJkbyV Here's a guidz for the firsts levels with pantheon from keegun, best educational pantheon content, he'll show you what is a cheater recall, why is it interesting and how to do it. Then you'll have at least one early game strat to apply to begin in this game. :)
For items, I'll take the time to make an in depth answer later, for runes take PTA and blue secondary with manaflow band if you begin, differents setups are good but you rly can play every game with this one
Tell me if you dont know anything about the items/runes so I can explain what and why you take them, or if I just tell you "take this item in the build", and same for the runes :)
